I have no idea what this is. It looks to be cast instead of die-struck, and that technology is ancient. The coin has extensive handling damage that has worn-smooth some of the roughness of casting in the high spots, especially on the dragon heads. It could have been minted 1000 years ago, or it could have been minted yesterday.

I suspect the only reason it sold for such a high valuation is because it was listed on ebay as an antique (or antiquity), not as a collector coin. The Chinese antiquities market is very strong right now, while the coin market is much weaker. What would happen if I listed my 2012 9 sons of the dragon set coins as antiquities with unknown date? Who knows, maybe marketing the coins as mysterious antiquities is the way to go for getting the highest possible prices.

This coin received 80 bids from many different bidders, including experienced buyers! Is it possible they know something about this that we don't?

One thing I just noticed is the dragons have 4 claws. I don't recall having seen an ordinary modern coin with 4 claws. 3 clawed dragons were permitted by the emperors for use  by anyone, including peasants. 4 claw dragons were reserved for use by government officials. 5 claw dragons were exclusively for the emperor only, and on very rare occasions they might have been used by specific representatives of the emperor.

Modern collector coins almost always have 5 claw dragons because there is no emperor to tell anyone they can't use it. For this coin to have a 4 claw dragon hints that maybe it's an artifact from a government official or agency during the time when China had emperors - before the last emperor was deposed in 1911. If that guess is correct, then this coin would have to have been minted no later than 1911.
