It looks like luckmoneyro must have used the Google translation, and I think it is more correct than the Microsoft translation because I recognize some correct translations, like 常欢 which is Chang Huan's name. I know her name is correct because she is the artist that has become more famous because of this topic here at CCF:

From all of this research, I conclude these coins commemorate the 4th annual coin expo for large size coins held in the city of Dalian. It appears these coins are commemorating a location-based expo like the "Hong Kong expo", and it focuses on a specific kind of coins like the "Panda coin collection expo". The word "leg" and "tour" in Google's machine translation probably means the Dalian expo is the 4th leg in a "national" tour - perhaps traveling around China.
